The Malaysian Centre for Constitutionalism and Human Rights (MCCHR) is a community-based organisation based in Kuala Lumpur. Established in March 2011, its mission is to promote and protect human rights in Malaysia.

The MCCHR carries out a number of projects. Under its strategic litigation component, it builds capacity among lawyers and affected communities for human rights cases to be argued in court. It has also filed a number of test cases/appeals against court decisions that affect public interest policies and legal changes.

Objectives

MCCHR is looking for a Project Officer to assist it in carrying out its strategic litigation projects.

Provide technical support in the implementation of MCCHR’s strategic litigation projects.

Scope of work

Job Title: Project Officer (Human Rights Strategist)

Start date: 01 March 2024

Duration: 1 year with the possibility of an extension

Duty station: MCCHR, Oval Damansara, Kuala Lumpur

Employment type: Full-time

Supervisor: Project Manager

Salary (gross): RM3,000 – RM3,600/month depending on experience

Under the guidance and direct supervision of the Project Manager, the Project Officer performs the following responsibilities.

  • Provides technical input for the effective implementation, monitoring and evaluation of strategic litigation projects through developing work plans, objectives, benchmarking and target-setting, and resolving all challenges that arise in the process, both substantively and financially.
  • Implements projects in a timely manner and ensures funds are utilised in accordance with agreed budget.
  • Advises the Project Manager on progress and, where relevant, additional needs in relation to the project implementation and follow-up activities.
  • Supports the Project Manager to ensure accurate and timely reporting on the progress of projects with a specific focus on the activities and funds utilised.
  • Identifies opportunities and stakeholders for the implementation of strategic litigation projects and follow-up activities, resource mobilisation, and network building.
  • Assists and advises the Project Manager in all other matters, as far as required.

  • Good knowledge and understanding of project implementation with a focus on measurable impact and results.
  • Ability to implement, monitor and evaluate the development of projects and its activities.
  • Ability to build good relationships within MCCHR, and with external stakeholders such CSOs, lawyers, youths, and government agencies.
  • Good communication (spoken and written) skills including the ability to convey concepts and recommendations both orally and in writing.
  • Demonstrates outcome-oriented attitude and effective problem-solving skills.
  • Demonstrates ability to work independently with minimum supervision, and at the same time is willing to work as a team.
  • Demonstrates commitment to MCCHR’s mission, vision and values.
  • Displays sensitivity and adaptability to cultural, gender, religious, ethnic, age and sexual orientation diversity.
  • Ability to inspire and work with people from diverse cultural, political, religious and social backgrounds.
  • Ability to travel to locations in Malaysia.

Qualifications

Education:

  • University degree in law or other related fields. Good knowledge of human rights and/or the law is an advantage.

Experience:

  • At least two years’ experience implementing projects is required.
  • Good knowledge of Microsoft Office.

Language requirements:

  • Fluency in both oral and written Bahasa Malaysia and English is essential. Knowledge of a third language is advantageous.
